Before any design work I export the current URL list, review analytics and Search Console data, and identify the pages that bring traffic and enquiries. Those become protected pages.
If a URL genuinely must change, it gets a 301 redirect, updated internal links, an updated canonical and a place in the new sitemap. Nothing is dropped by accident.
